The event was dedicated to the problems of the formation and functioning of public authority.

The scientific conference is timed to coincide with two significant dates: the 30th anniversary of the Victory in the Patriotic War of the People of Abkhazia and the 15th anniversary of the recognition of the independence of the republic by the Russian Federation. The event brought together teachers and scholars in the field of administrative law and employees of the public administration system.

"Among them are colleagues from leading law universities in Moscow and other regions of Russia, as well as from South Ossetia," said Diana Pilia, Deputy Chairman of the Constitutional Court of Abkhazia, Deputy Director for Science of the Institute of Economics and Law of the Academy of Sciences of Abkhazia.

"A serious legal community is represented here: doctors of science, authors of textbooks, monographs. The best thing is that the legal community of our republic is represented by a large and promising landing. They will speak all three days. This suggests that our youth, our lawyers, are showing interest in science. When we generate a whole layer of professionals, it will be easier to build the state as well," Pilia noted.

Diana Pilia thanked the organizers, participants and guests of the conference, including the Chairman of the Supreme Council of the WAC Mussa Ekzekov for the response, as well as the Congress staff who attended the event.

The President of the Academy of Sciences of Abkhazia, Doctor of Philology, Zurab Dzhapua, addressed the audience with a welcoming speech.

"Dear guests, in the life of every nation, in the history of every state, there are special dates when a cherished, centuries-old national dream comes true. These main, most important dominant dates, events, extremely relevant for the Abkhazian people, were September 30, 1993 and August 26, 2008," Dzhapua emphasized.

The conference was organized by the Institute of Economics and Law of the Academy of Sciences of Abkhazia, the National Association of Administrators of Russia and the representative office of "Rossotrudnichestvo" in Abkhazia with the support of the President of the Republic.

The rector of the South Ossetian A.A. Tibilov State University Vadim Tedeev, Chairman of the Supreme Court of Abkhazia Saida Butba and other participants also spoke to the audience. Vice-President of the National Association of Administrators, Doctor of Law, Honored Scholar of Russia Yuri Starilov presented the report "Principles of public service as the legal basis for ensuring the effectiveness and sustainability of public authority."

"Every country has its own bureaucracy of professional officials, where the status of these employees is established, and it is extremely important that this entire conglomerate of legal norms is based on the highest principles. If the principles are good, democratic and meaningful, then the legislation will be correct, and civil servants will clearly know his responsibilities," noted Yuri Starilov in his report.

During the conference, the head of the Center for Legal Research and head of the Department of Theory and History of Law and State of the South Russian Institute of Management, Doctor of Legal Sciences Damir Shapsugov presented guests with a new textbook.

The book "History of the State and the Law of the Peoples of the Caucasus" is the result of the work of a group of scholars, which will be useful and interesting to scholars, teachers, students, as well as representatives of various peoples of the Caucasus, they noted at the event. 

The Second International Scientific and Practical Conference "Public Power: Problems of Formation and Functioning" will last until September 23.
